The park or other amenity must be open and accessible to the general public and not be operated with a view to profit.

The work/project must not be required under a statutory notice, agreement or planning requirement

Work must be targeted at a single amenity which must be open and accessible by the general public. It should be somewhere the public can go, join or use without any limit or restrictions of use (or with reasonable access costs) being in place.
